Will this help with sweating under the breasts?

It says helps with excess sweating, so it can be used under the breadt sweat as well. Worth trying.

What does it mean by "mildly medicated"?- does it smell like medicine or something? what does it smell like?

No it doesn't smell of medicine. It does have a smell which is hard to describe. It is not a perfume smell but is a pleasant 'clean' smell which makes it equally nice to use by either men or women, my husband uses it more than me. I have use it for years and would not hesitate in recommending it.

Does this stop sweat and smell in the groin area?

It might soak up sweat but it smells pretty awful.

Is the top part plastic? If so, does it easily remove from the tin for recycling?

No it is the same as the rest of the tin. It can be taken off, but it is not easy. The actual twisty round piece at the very top which you open when sprinkling the talc from the container does look like plastic, but this opener and closer does not come off, as it is very firmly attached at the top of the tin.
