Can a men use these gloves

It's a preference. In my opinion no because as a woman with skinny fingers the fit was snug ( a little tight) and men usually have thicker and bigger fingers than a woman. Also men usually don't like wearing a shiny long glove in my experience. If your looking for a black glove for a man try a nice quality cotton one.

Do the gloves stay up on the bicep even when moving around?

I bought these for my teenager niece. Gloves went up a bit higher on her, and yes gloves stayed up even when she was moving her arms around
