Does this come on rolled form?

Yes, it comes as a roll package.

What does 1.5 oz mean?

This is the fabric's weight per unit area (think thickness): 1.5 oz/ft² in this case. However, it looks like there are many other products whose fabric weight is specified in oz/yd². So, to compare, we can perform the following conversion: 1.5 oz/ft² × (3 ft / 1 yd)² = 13.5 oz/yd²

Can it be used to replace a boat floor?

No. You need a core material, carbon core coosa, marine ply. Then you can use this to laminate over tye core material
