Can I use on a painted dark red Ralph Lauren chest?

I'm assuming that it is the factory finish, then yes. Particularly if it's a smooth finish, it should be great! try it in a small unobtrusive area first, to make sure it gives you the look you're after. Another great furniture polish is 'Method'. Cleans really well and leaves a great shine, like Guardsman. Pledge is the absolute worst.

It does not say concentrate on the bottle. It is ready to use.

I have had this product for a few months now and find it excellent. I have read the label on the bottle several times. it contains only a special blend of natural oils....and no silican.
