Is this poncho actually cloth, or is it vinyl/disposable plastic?

It feels more like cloth. It is actually nicer than I anticipated. It has a zipper down the front which I really like.

What are the dimensions of a medium? Are they the ones beliw?

The chart measurements are true. Be sure to actually measure your bust, waist and arms. I always wear large but after I actually measured myself and matched it against the chart, I ordered a medium and it fit beautifully with room to spare
