No the developer does NOT come with the product. Schwarzkopf has a great creamy-style developer that is gentle on your hair. It mixes easily. I ordered it separately. It is a very large bottle, it will last for many, many additional applications. Great brand of hair color and developer. Have been using for years. My hair always looks and feels great.
