Does this come with paint and glue? Thanks

Nope, just the plastic parts I'm afraid. Glue and paint have to be purchased seperately.

has this model got decals for the battle of Britain version

Yes it does. 1 of the options is (Helmut Wick) | World War 2|Battle of Britain - Beaumont-le-Roger

The instructions shown here list over 25 paints are required. Is this correct please?

25 colours are provided for all painting versions, as on Tamiya website https://www.tamiya.com/english/products/61063bf109e_4_7/index.htm to have proper painting of specific version 13th colours is needed. If proper colours are not necessary for you, probably 5 main colours will be fine.
