Does the 15" diameter dimension include the clock hands?

The 15" is the complete length of the clock hands when measured at 6 o'clock.

I'm assuming that the minute hand is 7.5" from the center of the clock out to the outside

I can't remember exactly, my calculations were 16" between the lettering, so 8" from center when I hung the clock. My son got ahold of the unit, it fell and the big hand bent and broke so cannot measure it.

I just don't get it/ Is this the part you put over the wall decor to make the picture clock? All I can see are hands, where is the outside?

You put the picture up first, then place the clock on the middle..there is no outside. Just what u see. It's a neat project once it comes together

What size is the circle without the hands?

not sure; about 3 - 4" in diameter, but I had a hard time with the hands touching --- worked, didn 't work finally threw it away, although I've seen other blogs where people were happy with the product.....good luck
