Can the amber led bulb be replaced with a different color led bulb that does not flicker?

The bulb can not be replaced and it only flickers. The FPC1215A or FPC1215P has a switch that can select steady on, so I would recommend this item as well. If you want a white light, the FPC1520A or FPC1525A

Is it bright or very dim?

It’s not “dim”, but it’s a softer look. It only gets dim when it needs new batteries.

Why does candle stay on at dawn

It will go out about one hour after sunrise.
