This is a lotion with hyaluronic acid. HadaLabo has 2 types, one very watery and the other a bit tackier which leaves the feel of a film on the face. This ad is advertising both at the same time but as there is no option to choose one, I’m not sure which one you’d get. 
I’ve used the tackier one for years and it is very good at helping hydrate the skin. Hyaluronic acid is a humectant substance. In other words, it absorbs water and if it does that when it’s in/on the skin, it helps trap water on the skin, assisting with hydration. 
The best way to use hyaluronic acid lotions and gels (neutrogena and others have them too. they tend to be called water/H2O boost gels or something like that) is to apply to the skin after cleansing while it is still damp, so the acid has water to absorb and trap in your skin. 
You can apply another serum or something else you choose before or after depending on what you prefer, but you MUST apply a moisturiser after for the occlusion of the pores. That’s because if your environment is not humid enough and your skin has more concentration of water than the air, the hyaluronic acid will keep drawing the moisture from your skin and it will evaporate, leaving your skin dryer than before. 
If you’re going out during daytime, it’s important to use sunscreen too as hyaluronic acid degrades with exposure to UV rays and stops working. But then, sunscreen should be used always regardless... A good option is to use Gokujun with your night skincare routine. I do and in the mornings my skin always feels hydrated. 
It can also be use as a light make up remover, but I don’t wear make up so can’t say if it’s good for that.
