I hve used pva glue like the school stuff so its safe works just as good

Would thsi be ok for a 3 year old girl?

You would need to do them but I don’t see why not. My daughter had them for her 4th party and there were 3yr olds there and they were fine with them... just be prepared for the tears when you want to wash them off and they don’t.
