This tank shows dimensions of 17x13x12.  is 13 inches the horizontal height from the ground to the top of the rear handle?

Yes, that is correct. When the tank is laying horizontally it is 13" in height from the top to the highest point of the handle. It is 12" width and 17" length.

Is this a 7 gallon tank?

20 pounds of propane is almost 5 gallons.  The tank will have stamped in the ring "WC 47" or such.  Although that WC is "water capacity", after you do all the math it turns out 1/10 of that is the max gallons it holds (like 4.7 gallons).

Note, there's some conflicting info out there on proper fill levels.  Flame King has a chart saying "Tanks are filled to only 80% of the total tank volume" which is a true statement, but they add "That means a 100 pound tank only holds 80 pounds gas, 20 pound tanks only hold 16 pounds gas, etc" which is false.  All tanks (from them, Manchester, Worthington and more) are called out where the "100 pound" label is what it holds in gas (and would be called "125 pound" if the 80% wasn't already factored), so the flame king chart is doing the 80% math twice.  I even made a short video weighing a flame king tank labeled "30 pound" in front of the camera that has 35 pounds gas proving it's total space must be ~36 for 30 pounds gas normally (not 30 for 24 pounds gas where it would be impossible to have 35 pounds in it).  So if the 2 tanks I show in that are properly filled at the 20 or 30 pound label, that should be convincing that all the rest also are filled at the labeled number.  Hope that shows what the truth is from facts shown as well as at least 2:1 from other OEMs data you can look up.

this is a horizontal bottle, yet label says fill in the vertical position? so do i have to turn this bottle vertical every-time i need to fill it?

Yes, this horizontal tank should be filled in the vertical position. This has to do with the overflow protection valve that will not activate to let you know it is filled unless it is in the upright position.
