Are smaller parrallettes better then taller ones. And can you sort of do dips on these!? Thanks

I wouldn't say you can do full bodyweight dips at all. They are too low. These are good for pushups, deficit pike pushups. Doing dips on these would give you similar range of motion as doing bench dips. If you want to do full bodyweight dips I would get taller ones, or if you are on a budget you could get a foldable walker - used one of those for bodyweight dips for years.

Do these bars have rubberised feet for use on a wooden/tiled floor, ie to prevent slipping?

They do have hard plastic-rubber feets, but to protect wooden floor we recommend to use gym mat.
