Does this come with a headband?

No. What you see is what you get. It clips to the headband of your goggles or mask by the adjustable clip as shown.

Does the Cressi Alpha Ultra Dry Diving Snorkel come with a purge button

I believe there are some snorkels available with purge buttons but I have never come across one personally. It's standard on a scuba second stage (the mouthpiece end) but I really don't think it's necessary on a snorkel. This snorkel has a purge valve you clear with a hard exhalation on surfacing. The baffle on the top is what makes it 'dry' - surface water ingress is reduced. All in all, a great piece if kit and recommended.

Can this snorkel be easily used with or without the valve at the top ?

The idea is the Valve shuts off when your submersed under water. you can take the shut off valve out and use it like a normal snorkel but defeats the object then.
