How do you get the pack apart to make them shorter?

You can't make them shorter. But you can snap them in half lengthwise to make them narrower. Be sure you wear thick leather gloves to do this or you will poke painful holes in your hands when they snap apart.

How many rows to stop racoons from crossing flat surface?

It did not work for my racoon problem...they found their way over after about a week of deterring them

How wide should the spike strips be to prevent racoons from entering the pool?

I keep them fairly close together sitting on the roof of my birdhouse to keep the squirrels off the feeder. The squirrels would drop off my roof onto the bird feeder and go to town on the sunflower seeds in the bird food.

do they fit behind shutters?

Don't know never tried to fit them behind shutters. But I doubt they will. All depends on the amount of space between the wall and the shutter. The spikes are approximately 1+1/2" high.
