Does the scroll ring have notches as it spins, or is it free moving? i’m looking for something to allow precision zoom/pan control in cad.

There are notches on the ring, but it is smooth. I use this and the other mouse for AutoCAD Electrical 2023 and have to say the other is the better choice. It is more expensive, but way way more practical when you need to press a mouse button AND move the wheel. I also tweaked the CAD zoom factor. I now find any other mouse just does not perform the same way. I don't know what the part number of the other mouse is (on a different PC), but it is the big square one. The ball is about the size of a snooker ball and the cursor does not move when you take your hand away.

Will it work with windows 10?

I don't have the wireless model, mine is wired which is an older model but it does work with windows 10, so I would expect the wireless model you are interested in to work with windows 10 also.
