Do they come up small? I am a size 10 but can’t get into an 8

They are stretchy so should be fine.

The length of trousers quite long? Or is that outside leg measurement?

I'm not sure but my daughter is 5ft 4inches anfld it was only slightly too long. I think it would fit someone an inch taller perfectly.
