I would think so. I have already used it in several flights and it always fitted. It is smaller than most carry-on luggage that people would take on board.

When using as backpack is there anything that covers the wheels to stop getting muck in the back of you clothes

HI. No there are no wheel covers. However, its a fantastic bag. We cut the backpack straps off and used the pocket for additional items. One poor point is that as you pull it along it sometimes catches your heels because the handle isn't very long due to its fold away size. Carries a lot, would highly recommend. Hope this helps.
