How do you know if you have bacterial growth in a tank?

Generally it will tend to clog fuel filters and return low mileage. I use the Biobor as “preventative” maintenance. When our motorhome sits for extended periods of time I add a coupe to a few ounces a month. So far all is well.

Is there any way to treat 5 gallons at a time ?

The maintenance treat rate of Biobor JF is 1oz : 80 gallons of fuel. 5 gallons would require approximately 2mL of additive (or 1/16 of an ounce).

Is this also considered a stabilizer, or just an "algaecide"? If used for storage, how long does it extend the storage life?

I only use it as a biocide. And it keeps algae and water well under control. My engines are diesels. I always top off the tanks at the beginning of Lay-up and make certain BioBor is in the tanks. I don't worry abut stabilizing the fuel since winter temperatures almost never hit even 20 degrees Fahrenheit. I'll then burn off that fuel by June, so it's plenty fresh.
