Once painted onto a glass jar is it a simple process of baking in the oven?

Yes, just place the item in a cold oven, turn oven to 160 and when temperature reached leave for 40 mins. Do not open oven door until it has cooled completely.Once bake the items can be washed without problem, I have washed my wine glasses in the dishwasher for years without problem.

Do the vitrea outliners dry without having to bake them, if you leave them long enough?

They do dry after 24 hours if you want them to be waterproof then they need to be baked. I make decorated ornament plates and I just let them dry normally.
