How can I obtain replacement small pans for this mini watercolor travel palette?

They are the standard size. You can either buy tube watercolors and just refill them, or you can just by a new empty set or filled set.

Does this item come with a clip? And does it include the small white pans that sit in the paint wells?

It does come with a clip, but it’s also a very standard size, I have some clips from Staples that work too (in case you lose the one they send.) And yes the plastic pans come with it already inside the wells as pictured.
