Does this come in the kit or just the bottle?

This one is just the bottle. worth getting the kit first time(although the bottle i got was smaller in the kit) as the little brush is great and last forever. You could maybe try and buy the brush separately. It's like a nail brush size but with much longer flexible bristles.

Does it work on converses. I need something to clean the actual material of my converse, not the rubber around.

I cleaned adidas x stella mccartney pure boost with white-khaki camo. It worked. I can not answer about converses.

Does this work on suede

I have used it on suede but make sure you use a soft bristled brush.

will this work on leather scuffs?

I would not recommend to use it on leather. There are other products for the treatment of leather. This product is for cleaning purpose only.
