Picture shows both** A: Mine was gallons. You may have to specify upon ordering. **Q: Does it have a by-pass valve?** A: Yes it has a bypass valve so when you stop the flow from the nozzle it goes on bypass. The instructions warn that you must not keep on bypass for extended time. Watch out for leaks, I had to return mine. **Q: Can the meter be set to gallons?
