Not noisy, but I’ve only tried them on carpet. They might be a tiny bit louder on a solid flooring, maybe…

Could these be used outdoors?

Hi, I have used these oon planters in garden, they work fine.

Would it damage the floor?

I would say it depends on what type of flooring you have and how often they are used. The wheels are rubber, I have a tiled floor and they are on the bottom of a vivarium that I move once a month to give a deep clean and the tiles I have are black. So for me its no.
