Q: Would these hold a polaroid picture being used as a topper for a cake, without bending please?

No these wires are not strong enough to hold anything without bending.

Q: Are these strong enough to wrap around fondant streamers to fix on top of cake?

They are great for putting into the bottom of stars, hearts etc. to poke into the cake but they are not flexible like wires so you can't manipulate them to bend around something and a small topper makes them very top heavy so they bend over on themselves very easily. I personally think you would be much better off using florist wire.

I bought them for that purpose. I found them to flexible to keep their shape. Had to bin them

I don't think they are flexible enough to form letters as they are plastic. You could try the covered wire ones.
