Do I need to buy oil for the engine

The Hulk compactor I have is powered by an electric motor so no, it does not need oil. If you are buying an internal combustion engined compactor then yes, you would need oil for adding to the fuel if it is a two stroke engine or to fill the sump if it is a four stroke engine.

Is this compatible with 16 inch whacker Neuson please asap?

As far as I am aware the pad is designed for use with Hulk whacker plates only.

Is it shiny side up or down

It doesn't really matter I used mine shiny side up. Its there to protect your blocks from your metal plate
