My son is 11 and only 81bs. Will the Medium size be too big?

No it will be fine. It is not loose and it is not tight it forms fit.

Is short arm up to the elbow or stops before the elbow?

I would go with a small size. My daughter has the same circumference. It feels tide but does the work and does not live any mark.
