does this cooler push air into the underneath of a laptop or pull it away? as my fans are underneath so need something thats blowing into them.

I can confirm the air is sucked from beneath the tray and pushed up through the tray onto the bottom of the laptop. Because the fans are detachable it is possible to install them on top of the tray instead of beneath to suck instead of blow but this would result in an uneven surface for the laptop to sit on
