Would this stick to tesla aluminium-steel body?

As the product states and shows it sticks to the car body via magnetic tape. A quick google would tell you what metals attract magnets, Aluminium is not one of them. Double check by holding a square of protective newspaper against the body work in the area where you plan to put the protective strip and gently place a magnet on it and see if that works.

I want it waterproof should I glue instead of using the tape

Its already waterproof and no need to use glue.

No definitely not (well unless you limit top speed to around 20mph..... but why would you want to... they take literally 5 seconds to put on and 2 seconds to remove....
