does this seat adjust in width

Hi. The frame adjusts but the seat doesn't.

Not sure whether I will need the seat or not so my question is, can the frame be used without the seat?

No it can't, if you don't need the seat & just a frame, you would need to purchase a toilet frame instead. In your case probably the best thing to do would be to buy a toilet frame, then if you decide you need a raised seat as well just buy a standard raised toilet seat.

can you buy a potty to fit this so it can be used as a commode?

No you can’t. The seat is moulded and fits over the toilet seat.
