Personally I would be careful as it can migrate and would irritate your eyes, so I would say no.

Why has this doubled in price?

Inflation... though, I would check to see if Shrinkflation is going on too. As it might also contain a smaller amount inside the bottle.

Does this feel oily at first when you put it on your hands??

No, I bought it in an attempt to stop my scalp itching. I haven't felt a difference. But it doesn't feel oily.
