Will this handle two 1500 watt ceramic heaters or do I need one for each?

This thermostat can't handle two 1500 watt heaters, but more importantly, your outlet also can't handle two 1500 watt heaters. You need to plug those into two different outlets served by different breakers, then obviously you'll need two different thermostat plugs.

I am looking to use this to keep a small fig tree alive outside in a enclosed/ covered  pot.  Approx 6 by 6 with an 10 foot height?  Thoughts

I'm sure you're aware the unit you're looking at is only a thermostat, not a heater. It does a good job of turning things on and off at temperatures listed in the description. Your fig tree's fate will be determined by (1) your winter climate -- how cold it gets, (2) the heat source you're plugging into the thermostat, and (3) the construction of the enclosure you'll be using -- insulation, wall materials, etc. In a 6x6x10 insulated structure, a 110-volt electric heater probably should work well, but, again, it will depend a lot on your local climate, in or out of the wind, and exposure to warmth of daytime sunlight. Lots of variables to consider.

Not designed for wet locations.  You would have to put it in a box to protect it from water.

Am using mine outside in a well underground area. For a small heater.. (to prevent well pump freeze that already happened this year when I did not have this item).  It is damp out there.  You can use a thin plastic bag around it and seal the ends up.. hopefully the sensor will continue to function properly. Is just my opinion so buy and use if you think it will be a useful product. For me it functions well at the specified on/off temperatures, better than other thermostats and there are not too many products on the market to choose from. Just test this item each year before it gets cold out to make sure it still functions. (Put it in a bag in a freezer for 20 minutes then plug something into it and see if the plugged in item functions).
