Does it take shine off bald head ?

No. This product is best for matte look on the facial skin not the bald scalp. You need mattifying gels or pressed translucent powder for a bald scalp. The only way this product helps in this case is that you still need a non shiny moisturiser.

Can it be used as an aftershave?

Yep. That's how I use it. It's not at all greasy and absorbs really quickly.
