can you use this product on resin garden furniture?

Hi see no reason why not but it would seem to be an expensive option. We were using it to camouflage microwave radios used in rural broadband locations as the coating had to be completely metal free. The antennas were plastic or possibly resin so the paint would do a good job. Bear in mind it is totally matt and not shiny.

Can you use on foam backgrounds in aquariums

Most likely not, spray paints can dissolve foam and may be toxic to fish.
