how much does it hold

Being that Zippo has never addressed the issue of the lid sealing a little better I have found that if I use this to refill the Zippo itself I’d probably be wasting most of it to evaporation anyway. So, what I do, when the Zippo is empty I use this to dampen the wick from the top part. This gives me enough for around 2 or 3 Zippo light-ups ...and with just a few drops. This usually keeps me going for around 3 or so weeks...using the Zippo around 3 or 4 times a day. Hope this helps.

How do I make only the outer of the caps to come off? When I unscrew one the other comes off as well

Maybe you are securing the outer to much, I have no issue with mine as long as you ensure first seal is good, 1 and half year later mines is good

No. Lighter fuel cannot usually be sent in the post either unless you buy it in its own container. I would also recommend a differn't design (the bass ones on ebay for example), these aren't very good, permanently becomes stuck.
