Can this be used to connect water hose of a washing machine and dishwater to water supply ?

Yes I think you might have to check mains water pressure though as if both machines made a demand at the same time this might not be adequate

Most products are made in China these days, you have good and bad products, so get get what you pay for. I most of received a faulty Splitter as know someone who bought the same product and works perfectly.

Does the black ring rotate for instalation?

Yes it does. It's plastic so don't try to tighten it too hard. Even when it seems tight enough, the fitting can rotate a bit with a little force, but it seems sufficiently watertight anyway.
