Hi can I use this paint on body or face ?

maybe, as it is non-toxic it won't harm you or make you have a rash or anything, but it will stop your skin 'breathing' - this is fine unless you are covering a very large surface are (like your torso) for an extended period of time. A short amount of time is okay, but after more than a few hours it can be harmful. I have used LIquitex to paint my face before, it was on for only 4 hours and I was fine. I would also recommend testing it out on a little bit of skin to see if you are allergic to it or not. Liquitex looks good, particularly the 'Opaque' variety, but a thin layer will tear easily when dry, and thicker layers create wrinkles of you move them.
