Would this fit a tent packsize 83 x 18 x 18 cm?

Hi, realistically the size when the closing and is rolled a couple of times and snapped shut is approx: 70cm long x 25cm diameter. So on that basis no, it's not long enough. However, try looking at a drybag from Limo. They go up to 100 litres and are huge and we'll made.

Does this item come with all the straps i would need to strap it to the chassis bar under my back seat (96 suzuki bandit)or would i buy them seperate?

No it doesn't Cillian, I use ROK straps around the bag to attach to the chassis. They are excellent.

Could you put a laptop in its case in this bag?

It would take the laptop in it’s case. But would you be better off with one of Lomo’s other bags with the opening along the long edge? It would make loading it into the bag easier. What ever you choose, the Lomo dry bag is excellent value for money.
