Would a Medium be to small for a size 14-16?

a medium is a 12-14 but the dress itself is a loose fit to be cinched in by the apron.

What size is the small?

IMO, a 12 definitely, and the fabric has stretch in it too. I would add a toutou, to fan it out and save your dignity :)

Im a size 6-8, would this fit me?

My daughter is about a 6-8 and it fit her but was a bit baggy and big on shoulder area. Looked ok when apron tied tho.
