Yes! It's very smooth so it doesn't tug at your eyes or skin, and extremely pigmented so the colour shows up easily and beautifully. Because it's waterproof, once it sets it stays put too! These Rimmel liners are among my favourite for using on the water line.

is it safe to use this pencil on the inside rim of bottom lid

I use this pencil daily on the inside rim of the bottom lid of my eyes and have never had any problems using it there. I used Rimmel's original kohl pencil for years and was disappointed to find it didn't work for me anymore so I was happy to try this pencil instead when it first came out. I'm glad to say it works well for me and I've continued to buy it. It regularly goes on offer too, 3 for the price of 2. Not sure which colour you use, I always use the black. As it's waterproof, it stays in place pretty well and looks effective on the inside lower rim of my eyes.

Is this ok to use on waterline for contact lens wearers

Yes I can.. I’d let the contact settle before putting it on because it’s very waterproof one smudge u done for lol
