Yes, it can charge for about 3 hours.

Does the charger cut power supply once the batteries are charged?

It does have overcharge protection and that it stops charging when fully charged. The light on the charger will stay on though, if it's still plugged in. But that doesn't mean it's still charging.

How to tell when battery fully charged?

When the battery is put into the charger, the red light indicates that it is charging, and the green light indicates that the charging is completed. When the indicator light is off, please check whether your battery is installed incorrectly.
