Can this be used to make hand sanitizer

You could add this to a sanitising liquid to add moisturising property, especially if it's alcohol based. I take it you can't get any hand sanitiser as it's all sold out, but making your own is easy. You can use neat Isopropyl alcohol with 30% water or gel (such as aloe vera) and add a teaspoon or 2 of glycerine. Or use BAC50 diluted to approx 0.2% to 0.5% in water or gel and add some glycerine. Be very careful with the concentrated BAC50 as it is quite hazardous to your skin, so wear gloves and eye protection. It's the active ingredient in hospital/operating theatre wash, many surface disinfectants and patio cleaner. Hope this helps, and stay safe.

Can this be used in snow globe jars with glitter?

Maybe if u watered it down with propylene glycol as on its own i think it is too thick to achieve a snow globe effect..the glitter would remain suspended.
