So after about an hour I went back in there and was shocked to see floating on the surface of the water several "skins" of the calcium/rust floating on top of the water. Go figure !! Any chance the scrubber would fall off?** A: The instructions also say "empty toilet bowl before cleaning" so they are presuming most of the water will be drained out which is why they say to clean above the water line. That said, I never empty the toilet bowl, I just clean above the water line first while I have all the cleaner on the head and then work my way down into the water.
