Question 1

These suitable for cutting coloured plastic (gunpla models) or will the blackened blades leave black marks?

Have no idea what gunpla models are, but have tested these on a plastic tymbler, plastic frozen meal dish and plastic butter lid and, as you'll see in photos I took for you, not a hint of a black mark. 
Well, just found out that photos don't seem to be uploadable only videos.
So, I've made a video which should clearly show, no black marks.

would this cut tiger tail wire long term?

Hi Mark B. I've been using them to cut diode wire for two or three months now, and I have no problem with them. All in all they're very good and the best thing I can say is give them a try. I was very happy and surprised with them. I would buy them again.

Question 3

Will these cut silver and copper wire flat enough to make jump rings in jewellery making?

Whilst these cutters are very good quality, they still leave a chisel point to the end of cut wire, on 24g or thinner you might get away with it.  As an apprentice trained silversmith I was trained to wind my wire around a drill shaft as many times as possible and then cut through all the windings down the length of drill shaft with a fine (ish) blade using a piercing saw, or leave it coiled and cut when ring needed

Would this cut a leg of a component on a pcb (xbox 360 controller analog mechanism)? if not, what would do the job?

Hi oh goodness me!  The flush cutters are for cutting jewellery wire! Like Beadalon stainless steel wire which is extremely thin.  I have heard of an xbox 360,  but almost positive these flush cutters would not be strong enough?  You are asking "would this cut a leg??" If the "leg" was like thin wire, yes it would have done, but these are really meant for jewellery, i think you should be looking at proper tools.  I think you need to look online and look for STRONG CUTTERS, AND THEN ASK THE SELLER YOUR QUESTION?  Try having a look at saws?? I I think you need something very strong and sturdy because it would depend on how thick "the leg is?" These flush cutters are very good, but they only open maybe a quarter of an inch.  You need to contact someone who deals in tools.  I think the best place is to phone a DIY Store? Or something like that where they make proper tools as i said these flush cutters are for jewellery wire mainly.  Sorry i couldn't have been more help but i use them for jewellery making.
