Can I use royale legned glory spinning reel for bass fishing?

Yes. It's like any other spinning reel used for bass.

Where are they made where are these made? Cheap China white metal or somewhere with quality?

They are made in China. The two I purchased have held up well and seem to be of excellent build quality. I'm not a metallurgist so I can't speak to that, and anyone outside of the manufacturer shouldn't attempt to answer that either. Call Kastking, they are very responsive and helpful, or at least they were to me when I reached out to them. If you are looking for US based reels check out ZeeBaas, IRT, or Penn (only a couple of Penn models though as they've moved most of their mfg overseas). However, all of those reels start at 500-600 and to get one with specs comparable to this reel you're looking at 800-1000.

Will this reel handle 20 test ?

Depending on what you’re targeting and what size reel you’re interested in. The 1000 size can handle 20lbs braid line and can get about 215 yards on the spool. There’s a specification chart in the listing as well.
