Can this product work on very short hair ?

My sister and I both use this product. I have shoulder length hair... my sister's hair is cut in a short, layered bob... it takes some getting used to... but then, it's amazing

Is it easy to use? Does it work well?

It isn't difficult to use. But it still took me a while to get used to the auto-rotation feature. I like the different temperature settings. It definitely gives my hair lots of volume. I will say it is important to keep your hair moisturized. I hope this helps.

this can be used on towel dried / out of the shower wet hair correct?

Yes, but it might take a little longer depending on how much hair you have. I' m too impatient to start from wet hair! I always let my hair air dry for about 30 minutes and it took me about ten minutes to finish using this dryer.
