Q: would this work to contain mulch on a slightly sloped ground surface...maybe two layers?

I have not installed mine yet, but if yours is stapled often enough, it should work well for holding course mulch on a moderate slope.

Q: Can this be used as an underlayment for a gravel driveway on an uneven surface?

Not sure about gravel driveway but we used for a pallet deck on uneven surface instead of 8 inches of gravel, sandetc we love it I would suggest this to anyone

Q: do I put sand down first then the earthlock than a little more sand on top of the earthlock . Or do you put earthlock then sand.

Use rock it does not get wet and expand like sand

Q: Can i add weed filter under this?

I would see no reason why it could not be put under it
