Do 4913 cartridges work on this?

No, the 4913 ink cartridge will not work in the 4912 stamp. You will need a 6/4912 ink cartridge for a Printy 4912. This DIY stamp does come with an ink cartridge included

Are there other color ink cartridges I can use instead of black?

It only came with black but I'm sure you could find color rrplacements

Can you order more letter sets separately? if so where?

Amazon Carrie’s the stamp sets for the 4912 they are under Trodat typo 6003 and typo 6004 for the letters only.

Why does the clear piece on top come off/what is it for?

There's a square piece of paper underneath the clear plastic cover. Print on that piece of paper whatever you set in the stamper, it going to serve as a sample of the stamper.
