This will sounds strange- could I install the top shelf upside down? Trying to create a mobile office for my school.

I think you could. The shelves fit through the holes in each side m- don't see why you couldn't reverse it.

Could binders be stored on this cart?

It would truly depend on the size of the binders and how they were arranged

can this rolling cart be cut down/reduced in height? looking for a rolling cart to fit under a sink roughly 25" clearance.

The legs are thin and I think hollow but you would need a hacksaw probably to cut them because they are metal and strong.
