Is this recommended for a fur felt top hat?

I don't know the answer to that. I only have fedoras.

Does this work on Buffalo felt

These hat sponge brushing product are coarse for thoroughly brushing fur felt hats and other products from fur felt. It would depend on the thickness of the buffalo fur with regard to effectiveness. I don't think the brushing qualities would work on the thick curly hair of buffalo, but on the finer hair, it might be effective.

Is this the right sponge for black?

It should be fine on a black hat according to the description. I would not use it on any other color hat except black once you have used it. I would recommend you use a different brush for a white or light color hat.
